Antique Soft Collar Wallet / Holder / Pouch

This is an Antique Soft Collar Wallet / Holder / Pouch.
We do not know the age specifically.  I needed to choose a 'leaf' category and Victorian was my best guess, but the piece could be a bit later.  It looks like the holder is likely leather but I do not know for sure.
Condition
The collar wallet is overall in good used condition.  The following issues were noted:
there is some missing material on the lining inside.  This was as we found it.  It looke to me like it could be from the removal of a secondary / used price sticker some time in the past.
there is some light to moderate wear on the gold embossed lettering
there is some overall uniform wear as seen.
The holder is offered as found / as seen / as described.
